<p>PUBLIC COMMENT PERIOD</p>
<p>1.  Consider setting a public hearing on re-zoning request of Amedore Homes for premises located at 2969 Old State Road.  Request is to re-zone premises from R-30 to TH (Townhouse).</p>
<p><span style="color: #0000ff;">A public hearing was scheduled for August 18,  2009 at 7:30 PM.</span> <span style="color: #0000ff;">Councilman Redlich  indicated he would vote for hearing but would probably not vote for re-zone  because he has issues of spot zoning.</span></p>
<p>2.  Consider awarding bids for renovations to Schoolcraft House.</p>
<p><span style="color: #0000ff;">Bids were awarded for plaster and dry wall work,  by unanimous vote.</span></p>
<p>3.  Consider releasing escrows for various completed construction projects as  recommended by Town Designated Engineer.</p>
<p><span style="color: #0000ff;">Adopted by unanimous vote</span></p>
<p>4.  Consider awarding bid for granulated activated carbon to lowest qualified  bidder, Calgon Carbon Corp. per recommendation of Dept. of Water &amp;  Wastewater Management.</p>
<p><span style="color: #0000ff;">Adopted by unanimous vote.</span></p>
<p>5.  Consider approving transfer submitted by Town Comptroller.</p>
<p><span style="color: #0000ff;">Transfer approved to purchase 12 passenger  senior bus from state contract.</span></p>
<p>6.  Consider going out to bid for McKownville Park and storm water  improvements in regard to Route 20 flooding near Stuyvesant Plaza.</p>
<p><span style="color: #0000ff;">Approved by unanimous vote, with Councilman  Redlich expressing reservation.</span></p>

<p class="MsoNormal">1.     Consider amending and extending agreement with the City of Watervliet for the purchase of water by the Town of Guilderland from the City of Waterviet.</p>
<p class="MsoNormal">Currently, the Town&#8217;s contract for water runs through 2017.  The current contract also contained a formula tied into the consumer price index from when the current contract was negotiated.  The formula has created a dramatic increase in the cost of raw water.  The new contract extends the term of the contract for 20 years insuring that the town continues to have an adequate supply of water.  It also revises the formula for the cost of water insuring that our residents will not see large increases in the cost of water.</p>
<p class="MsoNormal"><span style="color: #3366ff;">Approved by unanimous vote.</span></p>
<p class="MsoNormal">2.     Consider setting public hearing on re-zoning request of Rick and Kim Ramsey for parcel located at 2703 Curry Road.  Applicant is requesting the parcel be re-zoned from R-10 to Industrial.</p>
<p class="MsoNormal"><span style="color: #3366ff;">The Public Hearing is scheduled for July 7, 2009 at 7:30 PM.  The motion to schedule the hearing was passed by a unanimous vote.</span></p>
<p class="MsoNormal">3.     Consider authorizing the Supervisor to sign a Collector’s Warrant for the Guilderland Water District.</p>

<p style="text-align: center;">May 19, 2009</p>
<p>The above video is the entire Town Board meeting held on May 19, 2009.  If you do not wish to watch the video, a summary of the meeting follows.</p>
<p>The Town Board took the following action at the May 19 meeting:</p>
<p>1.  A local law was adopted granting a phased in tax exemption for the rehabilitation or reconstruction of historic barns.  Basically the increased value associated with the reconstruction is phased into the assessment over a ten year period.</p>
<p>2.  The town board by a 3-2 vote agreed to abide by the ANSWERS Solid Waste Management Plan.  This plan provides that answers communities will participate in re-cycling of materials and other practices recommended by the Department of Environmental Conservation.  Board members Mark Grimm and Warren Redlich voted against participation in the plan.  If the plan was not adopted the town would have been removed from ANSWERS and would have no where for town residents to deposit their trash.  Board members Grimm and Redlich offered no alternative to participation in the ANSWERS program.  Again, this just appeared to be an obstructionist type vote on their part.</p>
<p>3.  Supervisor Runion advised the Board that he would be recommending at the next meeting the appointment of a committee to review and make recommendations for updates to the Town&#8217;s Zoning Law.  The committee would be made up of the Zoning Board Chairperson, the Planning Board Chairperson and members of the community at large.  The Supervisor asked Board members to submit names and resumes of any individuals they might want to recommend for consideration.</p>
<p>4.  Councilman Warren Redlich asked what had happened to his proposed local law to grant a tax exemption to Commercial properties.  He was advised that the town had adopted such law in 1976, so a re-adoption would be fruitless.</p>
