The Guilderland Town Topics website has been updated.

A lot of new information has been added including a section on the Warren Redlich of Guilderland Governor race.  Read Guilderland news in regard to all Guilderland town board members, including Warren Redlich and Mark Grimm.

This meeting was rather lengthy.  Actually it lasted for 3 hours and 35 minutes.  I have, therefore, broken it up into 5 parts.  The breakdown is as follows:

Part 1 – Beginning of meeting through Public Hearing to re-zone a parcel on Curry Road.

Part2 – Appointment of Zoning Committee

Part 3 – Proposal for studies of storm water projects in McKownville and Blackberry Estates/Curry Road

Part 4 – Awarding bids on McKownville Reservoir Park project and Stuyvesant Plaza – Route 20 flooding issue

Adopted unanimously. Mark Grimm and Warren Redlich proposed additional Republican members be added.  They stated they were not happy with the Republican members selected above as they were not “their” Republicans.  They proposed the Guilderland Republican Chairman be added to the committee and an attorney, Martin Kehoe be added.  The Town Board unanimously approved Martin Kehoe.

2. Consider retaining Delaware Engineering to engineer two storm water drainage projects:
a. McKownville Storm Water Drainage Project – $75,000
b. Curry Road/Blackberry Estates Storm Water Drainage Project – $35,000
Adopted unanimously. Warren Redlich and Mark Grimm initially attempted to delay the proposals, but after comment from the residents, they voted to authorize the studies.

3. Consider releasing escrow for Water Extension #24, Oakwood Manor in the amount of $128.77.
Adopted unanimously.

4. Consider awarding bids on the Route 20 – Stuyvesant Plaza – McKownville Reservoir storm drainage project.

PUBLIC COMMENT PERIOD

1. Consider setting a public hearing on re-zoning request of Amedore Homes for premises located at 2969 Old State Road. Request is to re-zone premises from R-30 to TH (Townhouse).

A public hearing was scheduled for August 18, 2009 at 7:30 PM. Councilman Redlich indicated he would vote for hearing but would probably not vote for re-zone because he has issues of spot zoning.

2.  Consider awarding bids for renovations to Schoolcraft House.

Bids were awarded for plaster and dry wall work, by unanimous vote.

3.  Consider releasing escrows for various completed construction projects as recommended by Town Designated Engineer.

Adopted by unanimous vote

4.  Consider awarding bid for granulated activated carbon to lowest qualified bidder, Calgon Carbon Corp. per recommendation of Dept. of Water & Wastewater Management.

Adopted by unanimous vote.

5.  Consider approving transfer submitted by Town Comptroller.

Transfer approved to purchase 12 passenger senior bus from state contract.

6.  Consider going out to bid for McKownville Park and storm water improvements in regard to Route 20 flooding near Stuyvesant Plaza.

Approved by unanimous vote, with Councilman Redlich expressing reservation.

Accept Minutes of May 19, 2009

PUBLIC COMMENT PERIOD

1.     Consider amending and extending agreement with the City of Watervliet for the purchase of water by the Town of Guilderland from the City of Waterviet.

Currently, the Town’s contract for water runs through 2017.  The current contract also contained a formula tied into the consumer price index from when the current contract was negotiated.  The formula has created a dramatic increase in the cost of raw water.  The new contract extends the term of the contract for 20 years insuring that the town continues to have an adequate supply of water.  It also revises the formula for the cost of water insuring that our residents will not see large increases in the cost of water.

Approved by unanimous vote.

2.     Consider setting public hearing on re-zoning request of Rick and Kim Ramsey for parcel located at 2703 Curry Road.  Applicant is requesting the parcel be re-zoned from R-10 to Industrial.

The Public Hearing is scheduled for July 7, 2009 at 7:30 PM.  The motion to schedule the hearing was passed by a unanimous vote.

3.     Consider authorizing the Supervisor to sign a Collector’s Warrant for the Guilderland Water District.

Approved by unanimous vote.

Guilderland Town Board Meeting

May 19, 2009

The above video is the entire Town Board meeting held on May 19, 2009.  If you do not wish to watch the video, a summary of the meeting follows.

The Town Board took the following action at the May 19 meeting:

1.  A local law was adopted granting a phased in tax exemption for the rehabilitation or reconstruction of historic barns.  Basically the increased value associated with the reconstruction is phased into the assessment over a ten year period.

2.  The town board by a 3-2 vote agreed to abide by the ANSWERS Solid Waste Management Plan.  This plan provides that answers communities will participate in re-cycling of materials and other practices recommended by the Department of Environmental Conservation.  Board members Mark Grimm and Warren Redlich voted against participation in the plan.  If the plan was not adopted the town would have been removed from ANSWERS and would have no where for town residents to deposit their trash.  Board members Grimm and Redlich offered no alternative to participation in the ANSWERS program.  Again, this just appeared to be an obstructionist type vote on their part.

3.  Supervisor Runion advised the Board that he would be recommending at the next meeting the appointment of a committee to review and make recommendations for updates to the Town’s Zoning Law.  The committee would be made up of the Zoning Board Chairperson, the Planning Board Chairperson and members of the community at large.  The Supervisor asked Board members to submit names and resumes of any individuals they might want to recommend for consideration.

4.  Councilman Warren Redlich asked what had happened to his proposed local law to grant a tax exemption to Commercial properties.  He was advised that the town had adopted such law in 1976, so a re-adoption would be fruitless.
